Inland Wetlands Receives Plans for Remediation & Construction at 411 Milton Road

The Inland Wetlands Commission conducted their recurring monthly meeting on Thursday March 7th at the Goshen Town Hall and via Zoom. Present were Chair Tom Stansfield, Commissioners, Lorraine Lucas, Devin Stillson and Dante Malanca. Enforcement Officer Martin Connor, Vice Chair Alan Kinsella, Commissioner Ray Turri and Commissioner Brandy Summerlin were excused.
Old Business:
Colby Engineering representing Vance and Jenifer Kusaila summarized the plan for development of an existing building lot for a single-family home, Woodridge Lake Lot 149, 10 Bueford Ct. A revised plan was submitted. The front half of the lot is wetlands. Therefore, the house will be moved back as far as possible into the setback lines. The plan is to minimize disturbance to any wetlands and preserve the natural area. Construction fencing is strongly recommended to protect intrusion into the wetland area. The Commissioners unanimously voted to approve the application.
Michael Cegan (Landscape Architect) and Bill Colby from Colby Engineering presented the application for Fred Erik Nilson, 411 Milton Road. The application addresses an enforcement action and provides a restoration plan for remediating the Inland Wetlands violation. Michael indicated that meetings were held with Town Enforcement Officer Martin Connor, the Roraback’s, and immediate neighbors, assessing this challenging site. The plan and discussion included considerations of how to minimize impact to the existing terrain and its steep drop, present and future tree removal, house placement, driveway design, and the access path to the lake. The site would be reforested. Specifics were provided about erosion control, native plantings, size and type of restored trees, future activity in regulated areas, seeding, usage of boulders, natural rip rap, retaining walls, shoreline preservation and stormwater management through rain gardens, swales and catch basins. It was recommended that enhanced erosion controls be implemented and to exclude the use of heavy machinery. The Commissioners unanimously voted to accept the application. Prior to the next Commission meeting, when approval of the plan will be on the agenda, the Commissioners would like to see modifications to erosion control and obtain additional information on the pervious gravel material proposed for pavement surfaces. All Commissioners should carefully review the new construction recommendations and if possible, visit the construction site.
Inland Wetlands Enforcement Officers Report:
The report was previously submitted by Enforcement Officer Martin Connor and presented by Chair Tom Stansfield. Many issues were already covered. Scott Olson’s application for 777 North St was withdrawn. Chair Stansfield mentioned that he is interested in seeing the plan for relining the culverts on West Hyerdale Drive.
